I spoke with the higher education institution in Portugal where I want to request recognition, and they said that IES handles everything.

IES only provides and manages the online recognition platform in Portugal (RecOn). Both the online form and the platform are universal and shared between IES and all Portuguese public higher education institutions. Therefore, if you wish to submit a recognition request to an institution, simply access the online form and choose the institution you want.
