No. UCIRA only handles requests for automatic recognition of foreign higher education degrees and diplomas. To request recognition of primary and secondary education qualifications, please contact the Directorate-General for Education / EduQa - Institute for Education, Quality and Assessment (https://www.dge.mec.pt/equivalencias-estrangeiras).
